New York state DNC list enforced. Federal TCPA window applies. Requires clear identification of sender in every message.

Oklahoma

7 AM - 9 PM window (earlier than federal). Oklahoma DNC list enforced. Stricter consent documentation.

B2B is NOT Exempt From TCPA

This misconception costs businesses millions.

Business Cell Phones Are Protected

TCPA applies to text messages sent to business cell phones. It doesn't matter that it's a business line—the person receiving the message has TCPA protections.

Dual-Use Numbers Count

If a number could be either personal or business, treat it as a personal cell number. TCPA protections apply. You need documented consent.

Main Line Exception Does NOT Help

TCPA applies to cell phones. Main business lines may have some protections, but you can't know which contacts have cell phones—so you must treat all as needing consent.

No Blanket B2B Exemption

There is no general TCPA exemption for business-to-business communication. Every message to a cell phone (personal or business) needs consent and compliance.
